Principal Evaluation Rubric Samples

With the approval of the “Race to the Top” (RTTT) application by the federal decision makers and the upcoming changes signed into law following the legislative special session enabling the RTTT application (in the bill known as “First to the Top”) principals are becoming more of a focus. Specifically, both the “First to the Top” and the RTTT grant call for annual evaluation of principals – as well as teachers.

The Tennessee Principals Association (TPA) is working on an evaluation format for principals – some refer to it as a rubric – and will present that product to the RTTT committee charged with the responsibility of seeing that doable approaches are in place by 2011. Eight school systems will pilot principal and teacher models this 2010 school year. No one has to be reminded that 35% will be based on student achievement, in TVASS tested areas and 15% on other standardized results. What is open for influence is the other 50% and that is our focus.

Three models under consideration as the basis for the TN approach are displayed for your convenience on this TPA website:  The Marshall model, The North Carolina model and The TILS document for TN.  The committee established to deal with teacher and principal evaluation in the First To The Top law is meeting every two weeks and will be meeting on Thursday July 22, 2010.  The TPA board would appreciate any thoughts you have on the matter…there will be a model and it will be tried in 8 systems this fall.  Contact any executive committee member:  Brian Partin (bpartin@k12k.com) , Sharon McNary (mcnarys@mcsk12.net) , Rick Wilson (rwilson@ci.maryville.tn.us), Constance Hayes (constance.hayes@mnps.org) , Teresa Dennis (Teresa.dennis@mnps.org), Kimberly Headrick (kheadrick@mcts.net), Dr. Debra Bentley (bentleyd@jcschools.org) and Dr. Ernest Bentley, Jr. (tnprinassoc@comcast.net).
